Requires yard waste collection in reusable containers or compostable paper bags

Mandates yard waste disposal at in-state organics recycling facilities, natural wood waste recycling facilities, or State facilities capable of creating mulch/soil amendments when such facilities exist within 30 miles and have capacity

Applies to State employees and contractors who collect yard waste from State-owned buildings, highways, educational facilities, transit stations, and parks

Exempts disposal of noxious weeds designated by the Department of Agriculture and invasive species from these requirements
