Repeals Maryland's renewable energy portfolio standard, terminating all compliance requirements including renewable energy credits and alternative compliance fees effective October 1, 2026

Prohibits public service companies from including state-mandated taxes, surcharges, riders, or assessments in retail electric or gas bills that are not directly attributable to distribution, transmission, or energy supply costs

Requires the Governor to immediately withdraw Maryland from the Regional Greenhouse Gas Initiative (RGGI) and report to the General Assembly within 30 days of withdrawal

Repeals the Electric Universal Service Program that provided bill assistance and energy efficiency services to low-income customers, along with the EmPOWER Maryland energy efficiency and conservation program requirements

Mandates that any state energy-related programs be financed solely through direct legislative appropriations from the General Fund rather than utility bill surcharges
