Maryland Higher Education Commission must establish a framework for "transformative economic efficiency" to optimize independent continuous learning at higher education institutions

"Transformative economic efficiency" is defined as measurable improvement in economic performance, resource utilization, and health risk prevention achieved through education and research-informed practices

The Commission must develop independent consensus-based standards using independent research, reproducible data, and verification/validation methodologies

Standards development requires seeking consensus among institutions of higher education, community-based research institutions, and relevant subject matter experts

The Commission must post the standards on its website and periodically update them; effective date is July 1, 2026
