Expands the definition of "law enforcement officer" under Maryland's wiretapping and electronic surveillance law to include municipal enforcement officers authorized to use body-worn cameras, allowing them to legally record audio during their duties.

Authorizes municipalities to adopt an ordinance or resolution permitting code enforcement, parking enforcement, and traffic enforcement officers to utilize body-worn cameras while performing their duties.

Requires any municipality that authorizes body-worn cameras for enforcement officers to develop and publish a usage policy consistent with the Maryland Police Training and Standards Commission's policy for law enforcement officers under § 3-511 of the Public Safety Article.

Takes effect October 1, 2026.
