Establishes the Maryland Public Service Loan Forgiveness Program to repay 100% of remaining higher education loan debt for eligible State employees in the executive, legislative, or judicial branches

Requires employees to have worked for the State for at least 10 cumulative years and hold a degree from an accredited Maryland college or university to qualify

Gives priority to graduates of University System of Maryland institutions or schools where at least 40% of students receive federal Pell Grants

Assigns the Office of Student Financial Assistance to administer the program and the Department of Budget and Management to inform employees about it

Requires annual reporting to the General Assembly by January 1 on program implementation and effects on recruitment and retention; takes effect October 1, 2026
