All Maryland counties and the City of Baltimore must adopt a charter form of government by December 31, 2032

Counties not operating under a charter by January 1, 2029 must have their Board of County Commissioners appoint a charter board of 5-9 registered voters to draft a proposed charter within 18 months

Charters must provide for election of both a county executive and county council members, with council members elected by voters within councilmanic districts rather than at-large or through combined methods

The Board of County Commissioners votes to adopt or reject the proposed charter; if rejected, the charter board has 90 days to revise and resubmit

Article XI-F provisions governing code home rule counties will apply only until each county adopts a charter, effectively phasing out the code county system
