Establishes a 3-year pilot program (October 1, 2026 through September 30, 2029) at the Baltimore City Correctional Center allowing incarcerated individuals to work as paid apprentices with state, local government, or private employers

Requires participating employers to pay incarcerated workers at least the State minimum wage under § 3–413(c) of the Labor and Employment Article

The Division of Correction must provide for guarding, transporting, lodging, feeding, clothing, and medical care of participants while in the program

Incarcerated individuals who successfully complete the program receive a certificate of completion prior to their scheduled release

The Department of Public Safety and Correctional Services must report to the General Assembly on program implementation by January 1, 2029
