Authorizes the State Lottery and Gaming Control Commission to conduct studies on emerging gambling technology in collaboration with Bowie State University, Morgan State University, and the Maryland Center of Excellence on Problem Gambling

Studies may cover cybersecurity protections (data encryption, multifactor authentication, blockchain), artificial intelligence for monitoring customer behavior and promoting responsible gaming, and digital identity verification including facial recognition and biometrics

Establishes the Workgroup on Gambling Prevention Technology within the Commission to study best practices in using geofencing and other prevention technologies to assess problem gambling on Maryland college campuses

Requires the Commission to submit a report on the Workgroup's findings and recommendations to the Governor and General Assembly by July 1, 2027

Takes effect October 1, 2026
