Reestablishes a related event promoter's permit in Baltimore City for events connected to the CIAA Basketball Tournament where at least 75 individuals are anticipated and alcoholic beverages will be sold

Requires promoters or participating license holders to apply at least 30 days before the event, obtain written consent from Visit Baltimore, and secure any required special event permits from the Baltimore City Department of Transportation

Sets application fee at $50, with permit fees of $500 for venues under 300-person capacity or $1,500 for venues with 300+ person capacity

Imposes fines of $1,000 to $3,000 and/or license suspension for operating a related event without the required permit, with violators barred from obtaining a permit for at least one year

Designated as an emergency measure taking effect upon enactment and automatically expiring on June 30, 2029
