Proposes a constitutional amendment to increase Senate membership from 47 to 48 senators and House of Delegates from 141 to 144 delegates, beginning with the 2033 legislative session

Creates staggered Senate terms starting in 2032: the 24 senators receiving the lowest vote totals serve 2-year terms (with elections every 4 years thereafter starting in 2034), while the 24 highest vote-getters serve 4-year terms (with elections every 4 years starting in 2036)

Requires sitting Delegates who win election to a Senate term that begins before their Delegate term expires to vacate their Delegate seat on the first day of the next legislative session

Requires three-fifths approval from both chambers of the General Assembly and submission to voters at the November 2026 general election for adoption or rejection

Updates gendered language in the Maryland Constitution to gender-neutral terms throughout the affected sections
