Creates a rebuttable presumption of property ownership in court proceedings when a deed has been submitted for recordation but not yet fully processed by the circuit court clerk

Allows new property owners to use documentation such as certified copies of completed intake sheets required under § 3-104 of the Real Property Article as evidence of ownership

Accepts HUD-1 settlement statements or closing disclosures required under the federal Real Estate Settlement Procedures Act as evidence to establish ownership

Authorizes the Supreme Court of Maryland to adopt rules and forms to implement these evidentiary provisions

Takes effect July 1, 2026
