County and municipal automated traffic enforcement programs must submit annual reports to the Vision Zero coordinator on citations issued to out-of-state registered vehicles

Reports must include license plate numbers, state of registration, payment status, and whether citations are past due

Applies to 10 types of automated enforcement systems including red light cameras, speed monitoring, school bus cameras, work zone speed control, and bus lane monitoring

Reports must provide cumulative summaries of total citations issued to out-of-state vehicles, number paid, and number past due

Takes effect October 1, 2026
