Requires all Maryland institutions of higher education that receive state funds to develop and implement an academic forgiveness policy by August 1, 2026

Academic forgiveness policy allows unsatisfactory or failing grades from a prior institution to be disregarded during the admissions process

Policy applies only to grades earned 7 or more years before the applicant submits their application

Participation is voluntary—applicants must elect to use the academic forgiveness policy

Effective date: July 1, 2026
