Prohibits voter intimidation, deception, or obstruction that interferes with an individual's right to vote, including use of force, threats, fraudulent communications, or blocking access to polling places and ballot drop boxes

Bans local governments from implementing election policies or practices that result in material disparities in voter participation or access between protected classes (race, color, or language minority groups) and other voters

Requires 15 days public notice before election boards or municipalities consider changes to administrative policies affecting voting rights, including voter registration, polling locations, and language/disability assistance

Authorizes aggrieved persons, advocacy organizations, or the Attorney General to file enforcement actions in Anne Arundel County Circuit Court, with mandatory attorney's fees and costs awarded to prevailing plaintiffs

Designated as an emergency measure taking effect immediately upon enactment, requiring three-fifths approval in both houses of the General Assembly
