Authorizes installation of individual water submeters in apartment houses and mobile home parks to allocate water costs based on actual usage by each unit

Prohibits landlords from charging tenants for water costs related to poor maintenance, leaks the landlord is responsible for, common area usage, or non-residential portions of buildings; limits administrative fees to $1 per unit per month

Requires landlords to maintain 2 years of water billing records, provide tenants access to verify bills, and deliver water/sewer bills at least 20 days before payment is due

Establishes complaint process through local landlord-tenant commissions, consumer protection agencies, the Attorney General's Consumer Protection Division, or private legal action

Takes effect October 1, 2026 and requires prospective tenants receive written notice of the previous 2 years of water/sewer costs for the unit before signing an initial lease
