Establishes the Maryland Reentry and Reintegration Support Program as a voluntary prerelease benefits application process for individuals within 90 days of release from state correctional facilities.

Creates an interagency partnership among the Department of Human Services, Department of Public Safety and Correctional Services, and Maryland Department of Health to jointly administer the program.

Covers three benefit programs: Supplemental Nutrition Assistance Program (SNAP), Temporary Cash Assistance, and Maryland Medical Assistance Program (Medicaid).

Requires the Department of Public Safety and Correctional Services to assist participating individuals at no cost in obtaining necessary documents including birth certificates, Social Security cards, and proof of income, assets, and shelter costs.

Mandates the three departments enter into a memorandum of understanding by April 1, 2027 to establish secure data sharing for processing applications, with the goal of having benefits active immediately upon release. Effective date: October 1, 2026.
