Requires the Maryland Department of Disabilities to establish affordable and accessible housing programs for individuals with disabilities

Authorizes the Department to create affiliated foundations that can solicit and accept private funds, partner with corporations and nonprofits, and support innovative projects related to assistive technology, disability employment, and accessible housing

Prohibits affiliated foundations from influencing eligibility determinations, establishing public policy, or setting program standards for the Department

Requires annual independent audits of each affiliated foundation, with foundations barred from soliciting contributions if not audited within the past year

Allows Department officials and employees to serve as foundation directors without compensation, subject to State Ethics Commission oversight and annual reporting requirements; effective October 1, 2026
