Expands the Deputy Treasurer's authority to perform any of the Treasurer's functions (maintaining accounting systems, receiving and depositing money, disbursing funds, arranging debt payments), rather than only disbursing money as previously allowed

Increases the small procurement threshold from $25,000 to $50,000 for contracts where the Maryland Environmental Service can use simplified procurement procedures

Requires at least 60 days advance notice before establishing or adjusting service district charges, and adds new notification methods including website posting, email/text to ratepayers, or U.S. mail to affected property owners

Modifies newspaper notice requirements by allowing placement with legal notices (previously prohibited) and removing the 1/4 page minimum size and 18-point type requirements

Takes effect October 1, 2026
