Requires the Maryland Department of Transportation to develop a project-based scoring system that evaluates major surface transportation projects (those exceeding $5 million that increase capacity) using objective measures across six policy goals: safety, accessibility/mobility, climate change/environment, social equity, economic development, and sustainable land use

Mandates that major surface transportation projects can only be included in the Consolidated Transportation Program for construction if evaluated through the scoring system, with exceptions for projects already 30% through design or under agreement with local jurisdictions as of June 30, 2025

Restructures the Maryland Transportation Commission from 17 members (including 7 ex-officio State Roads Commission members) to 13 members: the Secretary of Transportation as chair, 8 Governor-appointed members, 2 appointed by the House Speaker, and 2 appointed by the Senate President

Expands Commission responsibilities to include reviewing quarterly budget updates, advising on project-based scoring guidelines, and making recommendations on the Maryland Transportation Plan, with meetings reduced from monthly to quarterly

Requires the Department to publish project scores, rankings, and funding recommendations every two years in even-numbered fiscal years, and moves the annual CTP submission deadline from September 1 to October 1
