Expands eligible institutions for Maryland National Guard tuition assistance to include private career schools recognized by the Maryland Higher Education Commission or Maryland Apprenticeship and Training Council, removing the previous 50% tuition waiver requirement for private vocational-technical schools

Creates new "training assistance" category covering professional development expenses including industry-required tools, technology, equipment, personal protective equipment, uniforms, certification and licensing costs, and trade-related software and digital resources

Allows the Maryland Military Department to cover 100% of in-state tuition plus training assistance for undergraduate, graduate, professional, vocational-technical, trade, and career courses for eligible active National Guard members

Requires members receiving assistance to remain active for at least 2 years after completing undergraduate, vocational-technical, trade, or career courses, or 4 years after completing graduate or professional courses

Takes effect October 1, 2026
