Repeals a restriction that required police employees and deputy State fire marshals to receive a lower pay step upon promotion if another employee already in that rank with equal or greater service time held a lower step

Allows promoted police employees and deputy State fire marshals to receive pay at the same step they occupied before promotion, regardless of other employees' pay rates in the new rank

Amends Section 2-405 of the Public Safety Article of the Annotated Code of Maryland
