Reduces the time political subdivisions have to approve or deny Neighborhood Business Development Program applications from 45 days to 15 days after receiving notice from the Department of Housing and Community Development

If no response is received from the local jurisdiction within 15 days, the Department may proceed to approve the application without local approval

Applies to financial assistance applications from small businesses, nonprofit organizations, and microenterprises for projects in priority funding areas or eligible opportunity zones

Takes effect July 1, 2026
