Repeals the requirement that a notarized bill of sale be submitted to the Motor Vehicle Administration when transferring ownership of a used vehicle sold $500 or more below its retail value in national used car publications

When a used vehicle is sold significantly below book value by a private seller, the excise tax will now be based on the national publication valuation rather than allowing verification of the lower purchase price through a notarized bill of sale

Eliminates the MVA-designed notarized bill of sale form that previously required buyer and seller signatures and an explanation of why the vehicle sold at a below-market price

Amends Section 13-809 of the Transportation Article in the Annotated Code of Maryland

Takes effect October 1, 2026
