Expands authorized uses of the Information Technology Investment Fund to include State-owned communication sites, communications facilities, and telecommunications equipment used in connection with information technology agreements under § 3.5–307

Grants the Secretary of Information Technology discretion to allocate Fund money to support program management for these communication infrastructure activities

Maintains existing mandatory Fund uses: the State telecommunication and computer network and the Statewide Public Safety Interoperability Radio System (Maryland First)

Effective date: July 1, 2026
