Establishes a State Chief Data Officer position within the Department of Information Technology, appointed by the Secretary, responsible for creating statewide data strategy, publishing an annual State Data Strategic Plan, and developing guidelines for AI and emerging technology use

Creates the Office of Enterprise Data to oversee statewide data literacy and governance programs, compile an authoritative inventory of state data, and establish privacy-preserving technical standards including NIST-compliant data de-identification protections

Requires each principal department under § 8-201 of the State Government Article to appoint an Agency Data Officer responsible for data quality, privacy compliance, data sharing, and submitting annual data set inventories

Establishes an Enterprise Data Council composed of Agency Data Officers that must convene at least quarterly to coordinate statewide data governance and share best practices

Takes effect July 1, 2026
