Adds one representative from an organization representing military families to the Maryland Veterans Commission, while removing two defunct organizations (American Ex-Prisoners of War and Polish Legion of American Veterans)

Designates the House and Senate members on the Maryland Trust Fund Board of Trustees as ex officio trustees and clarifies that only voting trustees count toward quorum

Adds one youth with an immediate family member who is a service member to the Maryland Youth Advisory Council, appointed by the Department of Veterans and Military Families

Allows removal of an organization's seat on the Veterans Commission if it fails to appoint a new commissioner for 2 continuous years or fails to recommend a representative; takes effect October 1, 2026
