Procurement officers may approve contract modifications that do not materially change the scope of work and do not increase contract value beyond small procurement thresholds specified in § 13-109

Heads of primary procurement units, the Chief Procurement Officer, or their designees may approve larger modifications up to five times the small procurement amounts, provided scope of work remains materially unchanged

Establishes a unified definition of "contract modification" in § 11-101 as a written alteration affecting specifications, delivery point, delivery date, period of performance, price, quantity, or other contract provisions

Procurement officers must document all contract modifications in the procurement file
