Simplifies coverage effective dates for Small Business Health Options Program (SHOP) Exchange special enrollment periods by eliminating the two-tier system based on when during the month a plan selection is received

Coverage for dependents added due to child support or court orders will become effective the first day of the month following plan selection, if the SHOP Exchange allows and the employee selects this option

Special enrollment due to death of an employee or dependent will have coverage effective the first day of the month following plan selection

Special enrollment due to divorce or legal separation will have coverage effective the first day of the month following receipt of the plan selection
