Expands grounds for the Maryland Insurance Commissioner to deny, suspend, or revoke a third party administrator's registration to include violations of the entire Insurance Article or any state law relating to insurance, rather than just the specific subtitle

Adds new ground for registration denial or revocation when an administrator knowingly fails to comply with Commissioner regulations or orders

Increases civil penalty authority from violations of the subtitle only to violations of the entire Insurance Article committed by an administrator, with penalties up to $10,000 per violation

Maintains existing $1,000 per day civil penalty for operating without required registration under § 8-303(a)
