Expands the list of facilities required to conduct criminal background checks to include child care institutions licensed by the Department of Public Safety and Correctional Services

Requires non-relative adults who provide emergency care due to sudden unavailability of a child's primary caretaker (neighbors, friends, acquaintances, community members, coworkers) to obtain criminal history records checks

Mandates facilities submit fingerprints to the Criminal Justice Information System Central Repository for both national and State criminal history records checks on employees, employers, and volunteers

Separates the distribution of background check results: State criminal history goes to the individual, while national criminal history goes to the licensing/certifying agency

Designated as an emergency bill, taking effect immediately upon enactment to preserve public health and safety
