Expands the definition of "abuse" of vulnerable adults to include psychological harm and sexual abuse, and requires that abuse, neglect, and exploitation occur by an individual in a "relationship of trust" with the vulnerable adult (relatives, friends, household members, caregivers)

Adds new statutory definitions for key terms including "indicated," "not indicated," and "undetermined" findings, as well as "psychological harm," "relationship of trust," "risk of harm," and "sexual abuse"

Requires local departments to make one of three formal findings (indicated, not indicated, or undetermined) at the conclusion of each investigation within 60 days

Adds online reporting portal as a new method for mandatory reporters to submit reports of suspected abuse, neglect, self-neglect, or exploitation of vulnerable adults

Takes effect October 1, 2026
