Transfers monitoring and security responsibilities for the Division of Correction's home detention programs from correctional employees to the Warrant Apprehension Unit of the Intelligence and Investigative Division within the Department of Public Safety and Correctional Services.

Expands the definition of "offender" to include individuals on probation, parole, or mandatory supervision, as well as incarcerated individuals detained or confined in state correctional facilities.

Authorizes Warrant Apprehension Unit employees to execute warrants for retaking offenders, arrest offenders for alleged program violations, and obtain and execute search warrants.

Requires employees authorized to make arrests to meet minimum qualifications and complete training prescribed by the Maryland Police Training and Standards Commission, with authority to exercise powers of a peace officer and police officer.

Takes effect October 1, 2026.
