Requires mandatory participation in the Ignition Interlock System Program for individuals seeking modification of license suspension/revocation or issuance of a restricted license if they violated alcohol restrictions under § 21-902(c) (driving while impaired)

Expands mandatory ignition interlock participation to include individuals under age 21 who violated § 21-902(c) or violated alcohol restrictions imposed on their license

Failure to participate in or successfully complete the Program results in a 1-year license suspension

The Motor Vehicle Administration must issue a restricted license to eligible individuals required to participate in the Program
