Authorizes the Maryland Longitudinal Data System Center's Governing Board to share individual-level student and workforce data with third-party data centers solely for multistate research and reporting on student outcomes

Requires third-party data centers to be FedRAMP-authorized and certified, maintain security standards at least as rigorous as the Center's, use de-identified data for analytics, and release only aggregate data in reports

Mandates written data sharing agreements with third-party data centers that include compliance with state and federal privacy laws, with annual Governing Board review of each agreement

Requires Governing Board approval of specific data elements, each data set shared, and each proposed research or reporting project using Maryland data before any sharing occurs

Repeals the existing authority for the Governing Board to share student information with the U.S. Census Bureau, effective July 1, 2026
