Exempts contracts entered into by the Office of International Trade in the Department of Commerce from standard prohibitions on State contract provisions, specifically for contracts related to developing international business activities and opportunities under § 3–303 of the Economic Development Article

Adds this exemption to an existing exemption for State contracts relating to the purchase, redevelopment, or operation of racing or training facility sites

Standard prohibitions that would not apply to exempted contracts include: requirements for State indemnification without appropriation, binding arbitration clauses, out-of-state venue provisions, liability limitations, automatic renewal provisions, and unknown or unilaterally changeable terms

Effective date: July 1, 2026
