Expands the scope of Public Safety Section 13-702 to cover all units of the Maryland Military Department, including the National Guard, Maryland Defense Force, and State Operations

Places all Department members under the operational command and control of the Adjutant General (or designated National Guard officer) during State active duty

Allows the Adjutant General to maintain command whether in State active duty or in a federal status where the Governor serves as Commander in Chief

Designated as an emergency measure necessary for immediate preservation of public health or safety, requiring three-fifths approval from both Houses and taking effect upon enactment
