Transfers administrative direction of the Community Reinvestment and Repair Fund from the Comptroller alone to the Comptroller acting at the direction of the Office of Social Equity

Requires county distribution plans to identify geographic areas and populations most impacted by disproportionate cannabis law enforcement, be made publicly available, and developed in consultation with defined stakeholders including affected residents and community organizations

Mandates counties report additional data on populations served and services provided, and consult with the Office of Social Equity before making plan adjustments

Codifies permitted fund uses in a new section (§ 1–3A–04), including behavioral health services, education programs, housing initiatives, job training, and programs for incarceration-impacted families, while maintaining the 15% cap on administrative expenses and prohibition on law enforcement funding

Takes effect October 1, 2026
