Commercial mail receiving agencies must provide contact information from USPS Form 1583 to the Maryland Department of Assessments and Taxation or law enforcement upon request

Defines "commercial mail receiving agency" as a person authorized by USPS to accept mail delivery on behalf of another person as a business service
