Expands the definition of "medical record" under Maryland's confidentiality laws to include information recorded by health care providers through written, electronic, audio, or video means, rather than only information "entered in the record" of a patient

Adds electronic messages sent or received by health care providers that identify or can be readily associated with a patient's identity to the definition of protected medical records

Ensures confidentiality protections apply to modern forms of health care communication and documentation, including patient portal messages and other electronic communications

Effective date: October 1, 2026
