Repeals the June 30, 2026 termination date for laws allowing county boards of education to transport students using vehicles other than Type I and Type II school vehicles, making the authorization permanent

Requires the State Department of Education, in consultation with county boards of education and the Motor Vehicle Administration, to review regulations for non-traditional student transportation vehicles

Study must examine whether vehicle requirements arbitrarily distinguish between operators, vehicle types, and passenger numbers, and whether driver requirements adequately ensure preparedness for transporting students

Requires the Department to assess alignment between its regulations and Public Service Commission regulations for transportation network operators while maintaining student safety

State Department of Education must report findings to the Senate Education, Energy, and the Environment Committee and House Ways and Means Committee by January 1, 2027; bill takes effect June 1, 2026
