Establishes procedures for political party central committees filling vacancies in Maryland Senate or House of Delegates positions under Article III, § 13 of the Maryland Constitution

Requires application periods to be open for at least 7 days with public notice that includes meeting times, locations, the selection process, and instructions for applying

Mandates all applications be posted online promptly after the deadline and remain posted for at least 30 days after the committee votes, with personal information redactions permitted

Requires central committees to hold public meetings to interview applicants, announce meetings at least 3 days in advance, and conduct final votes by roll call or signed ballot in open session

Prohibits committee members who apply for the vacancy from administering the selection process or voting on the appointment; effective October 1, 2026
