County boards of education must submit annual Student Residency and School Zones Reports to the Department of Planning and Interagency Commission on School Construction by July 1 each year, beginning July 1, 2026

Reports must include school zone boundaries and attendance area maps, student residence locations, and state-rated capacity, student population, and capacity percentage for each school in the county

Reports may not contain personal identifying information of students

Counties with adequate public facilities ordinances restricting housing development based on school capacity cannot delay processing of subdivision or site development plans, but may delay issuance of final permits

Effective date: June 1, 2026
