Recipients of funding from Maryland's Strategic Demolition Fund or Baltimore Vacants Reinvestment Initiative for single-family homeownership projects must provide prospective buyers with information about HUD housing counseling services before contract execution

Housing counseling services must be provided by counselors certified by HUD and employed by HUD-approved housing counseling agencies

Governor required to appropriate $90,000 annually beginning in fiscal year 2028 for community development organizations to partner with approved housing counseling agencies

Effective date: July 1, 2026
