Prohibits counties and municipal corporations from using election methods that impair the ability of protected classes (members of racial, color, or language minority groups) to elect candidates of their choice or influence election outcomes through vote dilution or abridgement

Establishes a violation when elections exhibit polarized voting between protected classes and other voters, and the election method dilutes voting strength where alternative constitutional methods could mitigate the dilution

Authorizes the Attorney General or any person to bring enforcement actions in court for injunctive relief, damages, or other remedies, with courts having broad authority to order tailored remedies addressing violations

Awards reasonable attorney's fees, litigation costs, and expert witness expenses to prevailing private plaintiffs; plaintiffs are deemed to prevail if the jurisdiction yields some or all relief sought

Designated as an emergency measure requiring three-fifths legislative approval, taking effect immediately upon enactment
