Establishes that a person granted an expungement shall be legally determined "for all purposes" not to have been arrested for, cited for, charged with, or convicted of the underlying offense

Adds new Section 10–101.1 to the Criminal Procedure Article of the Annotated Code of Maryland

Strengthens the legal effect of expungement by creating a blanket presumption that the expunged criminal record never existed
