Defines "interment location" as a grave plot or columbarium niche, and "interment" as final disposition of human remains including earth burial and niche/columbarium inurnment

Requires the Department of Veterans and Military Families to provide an outer burial receptacle or columbarium niche and marker at no cost with each interment location, replacing the previous requirement for only a grave liner

Eligible individuals include veterans who qualify for national veterans' cemetery interment, qualified reserve members, and eligible spouses and dependents (spouse, unmarried child under 21, or adult child permanently incapable of self-support)

Qualified reserve members or their eligible spouses/dependents must pay a fee equal to the annual interment location allowance established by the National Cemetery Administration

Takes effect October 1, 2026
