Authorizes Prince George's County Council to defer payment of the school facilities surcharge on new residential construction until final inspection, issuance of a use and occupancy permit, or closing of the first sale after the building permit is issued

Authorizes the Governing Body of Prince George's County to defer payment of the public safety and behavioral health surcharge under the same three deferral options

Currently, both surcharges must be paid by the seller at the time a building permit is issued for the dwelling unit

Effective date: July 1, 2026
