Governor must include in the annual State budget at least $150,000,000 starting in fiscal year 2029 for Maryland's proportionate share of WMATA capital funding under the Capital Funding Agreement Subsidy Allocation Formula, with 3% annual increases thereafter

Governor shall withhold 35% of WMATA capital appropriations if the Authority receives a modified audit opinion without submitting a satisfactory corrective action plan to its board and the Maryland General Assembly

WMATA Board of Directors must approve a rail signaling and automation workforce transition plan by July 1, 2028, developed in consultation with affected collective bargaining units; failure triggers 35% funding withholding

Rail or bus operators employed by WMATA on or after July 1, 2028 cannot be terminated due to reduction in force caused by rail system automation, or 35% of appropriations will be withheld

Act is contingent on Virginia and the District of Columbia enacting similar legislation providing dedicated capital funding with mandatory appropriations and 3% annual increases for their proportionate shares
