Prohibits entities from requiring artists to waive copyright protections or rights under the Visual Artists Rights Act (17 U.S.C. § 106A) in contracts for State-funded public art

Allows artists to voluntarily waive these rights, but any such waiver must be in writing

Requires entities commissioning State public art to register the artwork with the Maryland State Arts Council, including artist contact information, location, type, title, and installation date

Directs the Maryland State Arts Council to establish and maintain a publicly available online database of all registered State public art

Takes effect October 1, 2026 and applies only to contracts entered into after that date
