MD HB4

Changes the definition of "historic motor vehicle" from model year 1999 or earlier to vehicles that are at least 25 years old, creating a rolling eligibility window rather than a fixed cutoff date

Requires the Motor Vehicle Administration to automatically reinstate historic vehicle registrations that were suspended or revoked after July 1, 2025, due to definition changes made in Chapter 604 of the Acts of 2025

Applies only prospectively and does not affect any historic motor vehicle registrations that existed before the effective date

Takes effect July 1, 2026
